Global Strategic Accountants LLC Announces New
RBO® TEM Telecom Expense Management Services
for the Wholesale and Resale Carrier Market
- Eliminate Overcharges from Carriers to Resellers
- Find Unbilled Services from Resellers to Customers
- Automated SaaS Replaces Manual Carrier Invoice and Contract Auditing
ATLANTA — RBO® TEM (Telecom Expense Management) from Global Strategic Accountants LLC is a software-as-a-service product that systematically audits invoices from wholesale telecom carriers such as AT&T and Verizon as well as independent and local exchange carriers or resellers. TEM replaces manual efforts and ensures that resellers are not double-taxed and that the correct regulatory rules are applied to the bills.
“The worst scenario for carriers is to realize that they have been overcharged and were not able to recoup the costs because the time limit to claim those extra costs expired. RBO® TEM helps us challenge billing errors before the bill payment is even due,” said Samantha Maqueo, executive vice president of professional and corporate services, Global Strategic Accountants LLC. “Our reports help organizations by providing proof to support their claims of billing errors in a timely manner.”
“We literally have problems on every bill we receive. Manually auditing wasn’t working. We found every kind of mistake,” said Jim Shriver, unified communications service director, Onepath Systems. “This TEM solution has restored our control over cost and helped us focus on growth and profit.”
RBO® TEM is the first expense management solution with revenue assurance built in. For customers using billing service company Rev.io, RBO® TEM also links every wholesale cost element from the likes of AT&T and Verizon with elements on all end-user bills to ensure that resellers get every service billed to the end customer. “Rev.io’s new REST API can be used with GSA’s RBO® TEM so our mutual clients can capture all of their earned revenue,” said Rev.io Vice President of Sales and Marketing Evan Rice.
Customer trials show that the average reseller captures an additional 34 percent of gross profit by eliminating billing errors from their carriers. Overbilling, coupled with underbilling resale customers, is a costly and common issue in telecommunications.
“Invoice and contract auditing is the source of over half of the expense and revenue recovery by a carrier. The current process used by most carriers, like reverse audits, is archaic and outdated. We believe we have a first for our industry in mid-market revenue assurance automation. For every reseller, I say, ‘it’s time to automate!,’” said Matt LaHood, chief executive officer, Global Strategic Accountants LLC.
Rev.io, recognized as an Inc. 5000 company, provides sophisticated billing-as-a-service (BaaS) to communications and Internet of Things (IoT) service providers, enabling them to manage their end customers’ subscriptions, usage, taxation, billing, and payments. To learn more about Rev.io, go to the Rev.io website or give us a call at 866-470-5502.

Did you know that Licensing for a telecom is not a Necessary Evil rather it is an asset! FCC and state level Public Utility Commissions are very clear on who and how a carrier must be registered. And most regulating municipalities are no different. All want to know who are performing necessary communications to their constituency.
But, for the well informed and well planned enterprise, this is an opportunity. By planning for and recouping the cost of jurisdictional registration, licensing and reporting a carrier builds its foundation of business on solid grounds. Those that do not act appropriately spend more money than planned defending their inaction (something we will discuss in a future blog). Yes. Licensing is an asset. How do we know? GSA is often brought in to evaluate a company’s performance to compliance during an acquisition. We have seen the value decline by as much as 75% of the market value due to the target acquisition entity failing to comply with regulatory and indirect tax responsibilities. In today’s sophisticated investor pool, due diligence is designed to root out “successor liability” and for telecom companies the deepest pool of liability is in failed performance to regulatory and tax.
At the root of this failure is usually at the onset of business. Simply put, if you are not licensed to do business as a telecom, buyers may not be interested in that revenue and there goes the value of your company. Licensing, (and reporting) are the fastest way to build confidence for any future sale and if you can make a business perform the right way, your licensing asset will be a foundation others will want to buy.

Today the FCC announced it was eliminating certain Federal reports for US telecommunications carriers offering International services; specifically the annual traffic and revenue reports. The FCC sited costs vs. benefits as the reason for this move and infers the savings will benefit both carriers as well as government bodies. About Global Strategic Accountants
Global Strategic Accountants, LLC is the leading Telecom Regulatory and Indirect Tax advisory and compliance outsource company. With over 15 years’ experience in the industry, GSA has performed regulatory reviews for telecommunications providers since its inception and is perhaps the most experienced with understanding guidelines surrounding federal and state regulatory and tax rules. Combined with our repositories of data on over 24,000 jurisdictions; GSA is unsurpassed in assisting carriers build proper and efficient billing rules in their Business and Operational Support System.
All Telecommunications Carriers per FCC regulations are allowed to provision a Regulatory Recovery Fee. This fee is generally used to recover the costs of staying compliant. Essentially it is an administrative fee, and as such may be subject to indirect taxes and potentially other regulatory fees.
There is specific truth in billing rules that dictate what a carrier must disclose to their clients, and specific rules around what a carrier can and cannot include in a recovery fee. Additionally, there are specific guidelines and methods as to how the fee can be calculated.
The bottom line is that a carrier can create a revenue stream to recoup expenses and fees incurred as a compliant carrier. Most importantly, as with any billing item, specific books and records that support calculation methods, amounts collected, tax and fee liabilities must be created and maintained to support the client in an audit.
GSA has advised hundreds of clients on the proper calculation and implementation of recovery fees.
